Film Services Office (FSO) was established in April 1998 to promote the development of the Hong Kong film industry. On 1 June 2009, the FSO came under Create Hong Kong (CreateHK) to spearhead the development of creative industries in Hong Kong.
To facilitate location filming in Hong Kong, including liaising with venue owners for use of their premises for location filming and streamlining the procedures and regulations relating to location filming;
To administer the Entertainment Special Effects Ordinance (Cap. 560) and regulate the supply, use, conveyance and storage of pyrotechnics special effects in Film and TV productions and theatrical performances, including issue of relevant licenses and permits;
to administer the Film Development Fund to provide funding support to projects conducive to the long-term development of the Hong Kong film industry, including film production financing, first feature film production and other film-related projects;
to provide secretariat support to the Hong Kong Film Development Council; and
to work together with the industry for promoting development of the film industry under four board directions - nurturing talent, enhancing local production, expanding markets and building audience.
Product Facilitation
FSO co-ordinates and facilitates matters related to film production and location filming in Hong Kong. We provide information, liaison and support to local and overseas filmmakers. FSO provides a one-stop service as follows:
Solving Problems
We co-ordinate all government assistance to filmmakers and provide one-stop service on more complicated applications for locations or permits.
Handling Applications
We process applications for lane closure and special parking arrangement for filming purposes, in consultation with relevant government departments.
Film-friendly Policies
We help establish production friendly policies and streamline application procedures.
Community Relations
We rally support for location filming from the public to make Hong Kong a more film-friendly city.
